Should logistics providers verify senders they work with? It would be advisable

The association eCommerce Hrvatska continuously receives complaints from users who were victims of fraud or who identified fake webshops in time and reported them to prevent future attempts.
One email received from a user (personal details known to the editorial team) is as follows:

We then contacted Overseas Express, the association’s partner, to understand their practices in such cases and what measures can prevent these types of fraud attempts.
The response from Overseas Express was as follows:
“Regarding the forum case on Mojekrpice.hr, we want to clarify key points about our role in delivery and the limits of our responsibility:
- Overseas Express does not access package contents.
We have no legal right or practice to open, inspect, or repack shipments. Packages are received as delivered by the sender, domestic or international, and delivered to the recipient without altering the contents. - Shipment processing is clearly defined.
Each package is weighed and labeled with a unique transport number upon receipt, allowing tracking through the logistics process. Packages follow their distribution route to the recipient without intervention by our staff. - Cash-on-delivery – package can only be opened after collection.
For COD shipments, the package may only be opened after the recipient collects and pays for it. Until then, the package legally belongs to the sender. - For order issues, users are referred to the sender.
Our customer service always provides sender contact information available at the time of contract. If the user finds this information incorrect or the sender is unresponsive, we appreciate the notice as it allows us to initiate internal procedures and, if needed, suspend cooperation with the sender.
Our primary responsibility is safe and timely delivery. Package content, product quality, or seller behavior are not under our jurisdiction, but we understand users often seek answers from the logistics service.
