Rising damages from cyber attacks
28.04.2026. | 09:57The material damage caused by cybercrime in 2024 amounted to almost 17 million euros, while in the first seven months of this year it has already exceeded 14 million euros
According to data from the Ministry of the Interior of the Republic of Croatia, in the first seven months of 2025, 989 cybercrime offenses were recorded, compared to 1,184 in the same period last year, a decrease of 16.4%. The resolution rate for these offenses was 39.1% in 2024 and slightly lower at 28.4% in 2025.
Furthermore, in the first seven months of 2025, the Ministry recorded 892 cases of computer fraud, compared to 1,086 in the same period last year, a decrease of 18%. The resolution rate was about 32% in both years.
Ransomware remains the dominant threat
The Ministry notes that cyberattacks are more sophisticated than ever and originate from a wide range of sources within and outside the European Union. Cyber risks have also emerged as a significant threat to the financial system. Perpetrators of cybercrime are largely motivated by monetization, for example using ransomware attacks to obtain unlawful financial gain, often through cryptocurrencies. Material damage caused by cybercrime in 2024 reached nearly 17 million euros, and in the first seven months of 2025, it already exceeded 14 million euros.
Cyberattacks increasingly target critical infrastructure, with the Ministry noting that the Phishing-as-a-Service (PhaaS) business model remains prevalent. Misuse of personal data is central to the perpetrators’ activities and serves as preparation for various types of fraud. Online fraud involving cashless payments causes significant financial damage, especially for small and medium-sized enterprises, often controlled by foreign criminal organizations. These frauds cover both card-present and card-not-present transactions. Ransomware remains the dominant threat, particularly for public and private organizations throughout Croatia, according to the Ministry’s response.
